Duties

  • Serves as the NPS aviation management expert and provides the highest level of expertise in fixed-wing flight operations, fleet helicopters, and uncrewed aviation systems.
  • Ensures the appropriate level and focus of Service aviation standards through aviation management policy formulation consistent with all NPS aviation related program needs.
  • Develops, recommends, and assists in implementing national standards for flight operations in support of wildland fire, all hazard, law enforcement and natural resource programs policies, goals and objectives.
  • Serves as a national level Service representative for aviation program development and coordination in conjunction with the DOI, Office of Aviation Services, Department of Agriculture, Forest Service and the various states and local governments.
  • Represents the NPS by serving as a member of the DOI Executive Aviation Subcommittee, National Interagency Aviation Committee (NIAC), tasked under the National Wildland Coordination Group Executive Committee.
  • Serves as the NPS principal to draft interagency policy and other non-DOI policy such as aerial capture, eradication, and tagging of animals (ACETA) and short-haul guides and handbooks.
  • Supports parks and regions with aviation businesses cases to help determine optimal fleet aircraft are in place to meet the needs of the NPS. Assists aviation managers by coordinating special project reviews, studies, and management evaluations.
  • Develops policy, handbooks, guidelines, information bulletins, instructional material, and conducts training to provide direction and guidance employees and contractor personnel for the safe and effective use of aviation and activities within NPS.
  • Provides the full range of technical and administrative supervisory responsibilities for all Aviation Branch employees.

  • This is a Temporary Detail/Promotion not to exceed 1 year. It may be extended without further competition but may not exceed a total of 5 years.
  • At management’s discretion, the temporary assignment may be made permanent without further competition, providing the employee meets all position requirements


Qualifications

Specialized Experience :

For GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples:


  • Implementing a full range of aviation management principles and guidelines and industry standards.
  • Determining acceptable performance, procedures, and equipment for general missions and special-use aviation functions related to pilot functions, aircraft control systems, power plants, accessories, and special in-flight and logistical support techniques.
  • Experience working in aviation accident investigation, reporting processes and policies specific to aviation.
  • Evaluating aircraft needs and the types of aircraft available for widespread and diversified activities, including wildland fire, search and rescue, law enforcement, and other natural resource.
  • Developing new and innovative solutions and policies and procedures in response to the diversity of aviation use.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.

Permanent Change in Station (PCS):

Special retirement coverage will not be affected by this detail/temporary promotion. Your position of record determines your retirement coverage.
Please Note; National Aviation Manager position is NOT covered under special retirement. If applicant is chosen to be converted to a permanent employee they will lose the special retirement coverage and be converted to a regular FERS retirement plan. Employees that have reached the minimum 20 years of covered service will still be entitled to the special retirement benefits.

Telework:
The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval.



This is a not-to-exceed 1 year detail/temporary promotion assignment, this temporary promotion may be extended without further competition; however, it may not exceed a total of five (5) years.
