Job Summary

The Director, Emergency Medical Services (DEMS), provides leadership and operational management to the medical transport system which shall include MICU, ALS, BLS, wheelchair-bound, critical, emergent and nonemergent transport services. The scope of responsibilities includes, but is not limited to, medical transport program administration and management, strategic planning, business development, community relations, regulatory and compliance, assuring excellent patient care and satisfaction, establishing and meeting safety standards. The Director is charged with the operational integration across service lines, clinical services, ground transport operations, Transfer Center integration and dispatch/communications functions.

The DEMS reports to the Administrative Director, Command Center Operations, in the Care Transitions & Integration Department and serves as the senior administrative leader over the Harris Health EMS transport program. This role provides oversight of internal and external aspects of the medical transport program including operations, safety, personnel, financial, business development and customer relations. The Director is responsible for planning, organizing and establishing the strategic and operational goals. The position works with leadership to translate system strategic plans and policies into a plan suitable to the unique operational needs of Harris Health System.



The DEMS is accountable for assuring emergency medical services are provided with adherence to system policies and procedures, regulatory and accreditation requirements. The Director works with minimal supervision and direction, using discretion and independent judgment, when appropriate. The DEMS has the authority to make operational and human resource decisions relevant to the role in collaboration with the SVP, consistent with system and departmental policies, standards, and other Executive Leadership approved guidelines. This position is primarily focused on tactical and operational leadership of Harris Health’s EMS fleet.

Minimum Qualifications


Degrees:
Master’ s degree in Nursing, Healthcare Administration, Public Health-related field or Business Administration required

Bachelor’s degree in nursing, Healthcare Administration, Public Health-related field or Business Administration required


Licenses & Certifications:
Emergency Med Tech – Paramedic
National HealthCare Administration Certification; Applicable professional certification in administration or clinical specialty to be completed within two (2) years if not held at the time of appointment.
Healthcare Provider CPR
Advanced Cardiac Life Support (ACLS)
Pediatric Advanced Life Support (PALS)
FEMA Certifications: FEMA IS-100c, IS-200c, IS-300c, IS-400c, IS-700c, IS-800c
Texas Department of State Health Services; Advanced Administrator of Record License be obtained within 1 year of employment.

Work Experience:
Six (6) years of current or past experience in a challenging healthcare environment that includes experience in medical transport operations in one or more of the following fields desired: Ground Transport, EMS, Transport medicine, Aviation, Maintenance.


Management Experience: Four (4) years of combined charge nurse, supervisory responsibility or management experience required

Communication Skills:
Above Average Verbal (Heavy Public Contact)
Exceptional Verbal (Public Speaking)
Writing/ Reports


Language Skills: Bilingual preferred

Proficiencies: MS Excel, MS PowerPoint, MS Word, Personal Computer
