Duties

Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Serves as a principal technical specialist and advisor for aeronautical information functions. Acts as an airports data program manager for integration of existing 5010 Airports Safety program data into secure GIS systems and web enabled national datasets that will serve as an authoritative source. Manages other critical airport data and associated Advisory Circulars and Orders (i. e. Advisory Circular 150/5300-19 and Order 5010.4A) and their impact to the GIS Program; manages updates to these Advisory Circulars and Orders; and implements their policy.

Manages and evaluates policy for collection of data used to produce aeronautical information services and products by the FAA and its partners. Manages national Airports GIS data, including development of procedures and validation testing, along with stewardship of the data. Serves as the principal technical specialist for Airports GIS metadata sets, updating metadata for national GIS datasets, and performing quality assurance on geospatial databases. Develops curriculum and delivers training for GIS, survey and geospatial analysis for FAA employees and industry on the use of Airports GIS and geospatial analysis, as well as the submission and validation of airport safety critical data.



Applies experience and comprehensive technical knowledge as well as an understanding of new technologies and methodologies when developing, integrating, implementing, and evaluating standards to diverse, complex problems. Exercises a range of responsibilities including managing programs and initiatives under the Office of Airports (ARP); reviews and oversees tasks performed by contactors and consultants regarding airport data collection, verification and submittal efforts; provides direction in all phases of the program.

Demonstrates knowledge and experience working across functional and/or organizational lines by accomplishing management and development of data and information standards. Ensures compliance and alignment with the requirements of projects and/or other work activities. Collaborates with FAA lines of business to move all aeronautical information, such as 5010 and OE/AAA data sets to geospatial and temporal databases that seamlessly interact; coordinates with the regional offices on the development of the Airports GIS strategic plan and executes it accordingly. Coordinates with other lines of business on the aeronautical data integration of new entrants (such as UAS and commercial space) into the NAS and airports environment.



Leads or participates on teams and work groups, stewardship communities of practice (ScoP), Communities of Practice (CoPs) and Communities of Interest (COIs) within the Office of Airports and across other Lines of Business to collaborate on optimizing resources to best meet user needs. Represents the Office of Airports, in conjunction with other lines of business, in meetings with the International Civil Aviation Organization (ICAO), Federal Geographic Data Committee (FGDC) to develop new standards for Airports data. Participates in program management reviews, and reports program status updates to management to achieve strategic goals.

Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB’s/SO’s) and externally.



Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

Experience using computer added design and mapping applications such as ArgGIS to review attributes created by validated data.



AND;

Experience utilizing the requirements for the collection, survey, or analysis of aeronautical data applicable to aviation safety and related operations.
