The employee works in the Budget and Financial Management Division, under the direction of the Budget Officer. The Budget and Financial Management Division directs OVW’s multi-million-dollar budget from formulation through execution, monitoring and oversight.

The duties and responsibilities for a 0560 Budget Analyst generally include, but are not limited to, the following


  1. Reviews and coordinates accounting records and prepares apportionments, allocations, and operating budgets.
  2. Assists in the development of manuals standard operating procedures, reports, and other written materials.
  3. Analyzes and evaluates the effects of program plans and budget issues on mission objectives.
  4. Develops detailed budget projections consistent with the organization guidance.

Qualifications

To qualify for the position of Budget Analyst at (GS-0560-11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you’re applying to.


If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the “required documents” section for additional information).

To qualify for the GS-11, you must have one year of specialized experience equivalent to the GS-09 level or its non-Federal equivalent, which must include all of the following:


  1. Preparing and reviewing budget or accounting documents.
  2. Using automated financial management systems or databases.
  3. Reviewing and entering financial data into forms or reports.


OR



PhD., or equivalent doctoral degree; or three full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related, or some specialized experience as described above, but less than one year; and have more than two years but less than three years of education as described above.



OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.



To qualify for the GS-12, you must have one year of specialized experience equivalent to the GS-11 level or its non-Federal equivalent, which must include all of the following:

  1. Reviewing, analyzing and/or executing funding.
  2. Using automated financial management systems and databases.
  3. Participating in developing and maintaining operating plan budgets and other financial reports.

You MUST meet all qualification requirements, including Time-in-Grade, by the closing date of this announcement, 01/02/2025.
