USDA Forest Service
- Duties listed are at the full performance grade of GS-14 level.
- Assists in coordinating the integration of regional fire management programs with other programs and interagency partners to achieve goals consistent with the Federal Wildland Fire Policy and agency manual direction.
- Provides authoritative management direction and develops Regional criteria and standards for aviation, fuels, and fire operations in coordination with other federal agencies and States.
- Assists in providing leadership for the safe operation of all program areas. Provides for risk management consideration and safety of personnel engaged in incident management and other program implementation.
- Guides the planning, preparation, and execution of a complex Regional budget including integrated Regional budget advice development and allocation of funding to National Forests and States within the Region.
- Aids in providing regional coordination and oversight for large, complex wildland fires and planned prescribed fire management activities within the Region.
- Provides administrative and technical supervision necessary for accomplishing the work of the unit. Plans and implements a variety of organizational adjustments and standards such as succession planning.

- Secondary Coverage: Prior wildland firefighting experience is required.

Specialized Experience Requirement:
GS13 : Applicants must have one year of specialized experience equivalent to the GS-12 in the Federal service. Examples of specialized experience include: Assisting in formulating policies, plans, and programs necessary for the administration of fire management, aviation management, smoke management, and fuels management. GS14 : Applicants must have one year of specialized experience equivalent to the GS-13 in the Federal service. Examples of specialized experience include: Formulating policies, plans, and programs necessary for the administration of fire management, aviation management, smoke management, state fire assistance, volunteer fire assistance, cooperative forestry, and fuels management. Coordinating the integration of fire management programs with other programs and interagency partners to achieve goals. Providing coordination and oversight for large, complex wildland fires and planning prescribed fire management activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Selective Placement Factors:
Prior wildland firefighting experience is required. There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends on his/her individual work history.
FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
