About the Role:
Job Summary
The Director of Facilities Development will report to a VP/President of NGHS and will be responsible on a daily basis for the orderly planning and development of new/renovated/expanded facilities for the benefit of NGHS and its constituents. The Director will also work with the Finance department regarding project cost accounting and budget forecasting. The Director will assist and advise System leaders regarding strategic development initiatives as required.

Educational Requirements: Bachelors Degree in Construction Management, Architecture, or Engineering.

Minimum Experience: Ten plus years project-management experience managing multiple, large-scale healthcare/hospital projects, leading team of project managers, coordinators, and support staff. Proven record of working with a wide variety of parties with different interests in order to gain consensus for a project and its end design and execution. Experience in estimating project costs, establishing budgets and timelines, compiling RFPs and managing selection process. Knowledge of permitting processes, working with utilities, transportation department, State architect, and other authorities. Specific demonstrated knowledge of healthcare related regulatory and accrediting body requirements impacting facilities development.

Demonstrated ability to execute hospital and medical office related projects of various scales and budgets.

Strong demonstrated knowledge of preparing preliminary, interim and final construction budgets and managing projects within budgets.

Strong demonstrated knowledge of primary building systems (mechanical, electrical, plumbing and structural) and civil engineering design elements.

Ability to work with design consultants to facilitate design development drawings and construction drawings in an effective and timely manner.

Ability to manage all aspects of commercial contracting, including contract negotiation and preparation, construction schedule preparation, contract administration, project turnover and warranty period management.

Demonstrated knowledge of project management processes, to include experience/proficiency utilizing project management software programs as well as Microsoft Office Suite.

Ability work in a team setting across a large organization with strong emphasis on building relationships and effective communication.
Essential Tasks and Responsibilities

Lead and direct the project development/management process including collaboration with NGHS management, design professionals, contractors, varied NGHS departments, outside service providers, administration of the governmental entitlements process, and interaction with the end user(s) for service provider facilities.

Act as primary liaison between different NGHS departments and outside providers to develop project scope that is consistent with overall cost budget established by NGHS management.

Establish scope of and budget for all new projects through estimating and interactions with contractors. Establish practical project schedule that is consistent with NGHS project delivery objectives

Establish purchasing procedures for consultants, contractors, etc., and negotiate and prepare appropriate agreements for all parties necessary in the execution of the work, including bid packages and contract document.

Assemble as required consultants (the Project Team) and ensure all consultants are familiar with project goals of scope, time and cost and write the appropriate agreement between the owner and consultants to accomplish these goals.

Establish communication procedures amongst Project Team members and set up appropriate tracking of necessary approvals. Assign and balance projects amongst internal project management team, meet routinely with project managers to hold them accountable to project deliverables including scope, quality of work, timeline, and budget. Ensure PMs escalate any issues impacting project expectations so they can be addressed in timely manner.

Provide review of progress sets of design to ensure that contract documents are consistent with the required scope of the project. Review design details of the construction documents for constructability and cost efficiency. Ensure that drawings are coordinated so that appropriate scope is defined between consultants of different expertise.

Work with all applicable governmental entities to obtain approvals needed for project development.

Provide proper analysis to the NGHS Board and Executive Members of the bids received with a recommendation for selection of the general contractor for all major projects per established policies.

Manage internal and external construction project teams, including PMs and tradesmen. Oversee process for prioritizing and assigning internal team to selected projects. Review all requests for information, change requests, etc. and where appropriate issue or have consultants issue appropriate response to contractor(s).

Ensure invoices are reviewed for conformance with contract requirements and the completion status, and then processed in a timely manner.

Responsible for monthly updates to executives of status on all new facility and major renovation projects.

Conduct meetings and/or presentations with NGHS Board and Executive Members, governmental agencies and personnel from other NGHS Departments.

Work on special projects as requested by leadership.

Supervise and manage support staff as assigned.

Ensure all projects have focus on safety.
