Job Summary
Electrical & Computer Engineering (ECE) is searching for a Financial Manager. Reporting to the Department Administrator, this position provides comprehensive financial oversight and guidance for the unit, ensuring effective budgeting, compliance, and stewardship of resources. The role involves advising leadership on fiscal matters, preparing financial reports for various stakeholders, and managing key financial processes such as year-end closeout, budget coordination, and resolution of discrepancies. Additionally, the position is responsible for monitoring endowments, faculty accounts, and departmental spending, while also ensuring compliance with financial aid and research-related regulations. The individual in this role will oversee staff, represent the unit in cross-functional committees, and serve as a liaison between faculty and other financial and operational units, all while ensuring the efficient management of resources and the achievement of departmental financial goals.

Responsibilities*
- Assists in providing overall direction to the unit’s financial team.
- Assists and advises unit administrator and chair on fiscal issues.
- Assists in ensuring compliance and appropriate stewardship.
- Assists in preparing financial information for various constituencies and for various reports and provides ad-hoc reporting as requested.
- Coordinates budget load and any mid-year funding issues with CoE.
- Manages year-end close out.
- Reviews monthly business using SOAs and UM systems and resolves discrepancies as needed.
- Updates department budget documents and maintains appropriate information in internal sites.
- Work with financial aid administrator to ensure appropriate spending and compliance
- Monitors endowments inclusive of any gifts received, monitoring distributions from affiliated expendable restricted funds and assists in annual analysis and spending plans for the ERFs.
- Manages faculty start-up accounts and research incentive accounts.
- Responsible for departmental equipment including tracking large equipment purchases and/or renovation projects. Generate and/or approve various financial transactions.
- Assist in tracking TCP compliance.
- Works with Research Managers to track faculty with financial issues to ensure proper actions are taken as well as keeping the UA and Chair informed.
- Oversee cost share.
- Manages merchant accounts
- Functionally and administratively supervise a set group of staff
- Represent ECE on committees as requested/needed.
- Serve as a liaison between faculty, Financial Operations, Shared Service Center, ORSP, Sponsored Programs and other units.
- Other duties as assigned.
Required Qualifications*
- Bachelor’s degree in accounting, business administration or related field plus 3-5 years of progressive research administration, budgeting, accounting and fiscal management responsibilities
- Demonstrated knowledge of accounting principles and applications
- Demonstrated administrative and supervisory experience
- Ability to work well under pressure with fast-paced, high volume, highly productive faculty and department
- Ability to prioritize with tolerance for complexity and ambiguous situations
- Must demonstrate ability to quickly resolve problems
- Must also demonstrate ability to be pro-active, and exercise considerable discretion. Strong leadership skills to effectively lead a team of staff and research professionals
- Excellent interpersonal skills
- Ability to work effectively and diplomatically with faculty, staff, and students under a variety of circumstances
- Strong multi-tasking ability with propensity to adjust for changing priorities
- Strong follow-through skills, as well as demonstrated organizational skills
- Strong proficiency in use of computers, including Excel, Word, M-Pathways, eResearch, and Business Objects particularly financial and HR data warehouses
- Expert knowledge of grant proposals both pre- and post-award including Sponsor and University policies and procedures
- Working knowledge of UM and College of Engineering policies and procedures
