Role Summary
The International Facilitation Specialist is responsible for developing solutions to international facilitation and ensuring associated regulatory compliance at Alaska Airlines (AS) and Horizon Air (QX). As an individual contributor, this role collaborates with various internal and external stakeholders to implement policy changes, optimize procedures, and provides recommendations which improve facilitation processes and support international initiatives.
Key Duties
- With limited direction, ensure effective implementation of compliance strategies for the entry and exit of passengers, crewmembers, cargo, and catering.
- Take initiative to advocate for internal policy updates across all impacted divisions in response to international regulatory changes.
- Administer and maintain the international facilitation manual across Alaska Airlines (AS) and Horizon Air (QX).
- Manage the tracking and mitigation of proposed penalties and liquidated damages, including leading the investigation and providing recommendations to prevent future fines.
- Analyze data to identify potential systemic root issues from irregularity reports and implement system-wide changes as needed.
- Maintain compliance for the master crew list and flight crew manifest APIS database.
- Act as a liaison with industry counterparts and relevant international facilitation committees.
- Network with local CBP offices at each of Alaska’s key international gateways to ensure effective communication and collaboration to support compliance and facilitate smooth operations at entry points.
- Advocate with internal teams for technology and policy-based enhancement of travel-related programs.
- Work together with Alaska Airlines and Horizon Air station management to establish and maintain direct relations with local government agencies that oversee the entry and exit of passengers, crewmembers, cargo, and catering to ensure compliance and smooth operational processes.
Job-Specific Experience, Education & Skills
Required
- 2 years of experience in international airline operations, policy making, or a related field.
- Bachelor’s degree, or an additional two years of relevant training/experience in lieu of this degree.
- Analytical ability to trend and track compliance statistics.
- Familiarity with reading, understanding, and interpreting government regulations.
- Thorough understanding of how regulations are created and become law, including an understanding of the U.S. Federal Register rule making process.
- Exceptional technical writing capabilities and the ability to produce clear, concise memos, bulletins and other company documents.
- Strong communication skills (e.g., verbal, written, and listening).
- Proficiency in Microsoft Office applications (e.g., Word, Excel, PowerPoint, Outlook).
- Valid passport and willingness to travel for business regularly, including internationally.
- High school diploma or equivalent.
- Minimum age of 18.
- Must be authorized to work in the U.S.
Preferred
- Experience working with government agencies or regulatory bodies.
- Experience with policy development or management of regulatory requirements.
- Strong organizational and project management abilities.
- Experience with data analysis and reporting.
- Advanced problem-solving skills.

Salary Range
$77,970 — $111,600 / year
Salary Details
Pay will be based on multiple factors, including and not limited to location, relevant experience/level and skillset while balancing internal equity relative to other Alaska/Horizon employees. Alaska/Horizon is committed to fair, unbiased compensation along with competitive benefits in all locations in which we operate.
Note: We don’t typically hire at the top of the range.
