Duties
This position is that of a Senior Mechanical Engineer in the Surface Forces Logistics Center, Engineering Services Division, Naval Architecture and Marine Engineering Branch. The incumbent serves as a subject matter expert (SME) for technical authority issues related to shipboard propulsion machinery equipment for mechanical engineering issues. The incumbent is responsible for ensuring all tasks assigned are completed and delivered on time. Duties for shipboard propulsion machinery equipment includes the main propulsion and machinery covers propulsors, propulsion, and main machinery equipment to include; propellers, shafting, bearings, reduction gears, clutches, marine diesels, gas turbines
auxiliary propulsion units (including prime mover and thruster engine), noise and vibration, fluid standards and quality (includes fuel, lube oil, hydraulic fluids, jacket water systems), alternative power specifications and applications for vessels (including, but not limited to, Hydroprocessed/Hydrotreated Renewable Diesel (HRD) or Hydroprocessed/Hydrotreated Renewable Jet (HRJ), which are allowed by the US Navy and commercial entities (ASTM, ISO))
, azipods, Z-drives, thrusters and the mechanical components of rudders, fins, and generators installed on board Coast Guard cutters and boats.

Serves as a senior engineer in coordinating and integrating the planning, programming, development, oversight, scheduling, and overall management of resources for multi-phase projects.
Ensures that a progress schedule is maintained and takes remedial action to ensure the proper relationship between work efforts and total project development.
Periodically reviews work to ensure conformance to plans and specifications.
Reviews resource estimates and uses such information to ensure proper distribution of project resources by various agencies and contractor organizations.
Keeps abreast of changes and cost variations from design through assembly/installation to ensure completion on time and within the designated budget.
Applies specialized technical knowledge of professional engineering and scientific concepts, methods, and procedures to analyze and define the requirements of multi-phase projects.
Provides extensive coordination with other project and program areas, integrating concurrent standards, guides, and precedents.
Uses versatile and innovation in adapting, modifying, or making compromises with standard guides and methods or originating new techniques or criteria.
Participates in the development of requirements with customers, analyzes requirements and design criteria, develops cost estimates, assures validation of requirements, and evaluates schedules and the feasibility of project accomplishment.
Analyzes data to assess the health of propulsion equipment and assists with plans for implementing Condition-Based Maintenance.

Qualifications
Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience must include the following:
At least 1 year of professional engineering experience under the guidance and supervision of a professional engineer. IN ADDITION to meeting the basic education requirements (above), FOR THE GS-13 Applicants must have at least 1 full year of professional engineering experience (equivalent to the GS-12 level in the federal service) in developing new criteria or policies for resolving highly complex and unusual problems associated with the analysis, procurement, maintenance, modification, and repair of marine equipment and machinery; determining mechanical engineering requirements/specifications for propulsion machinery or related systems; solving engineering problems involving different types of mechanical, structural and electrical equipment including but not limited to marine propulsion systems, weight handling systems, controllable pitch propeller systems, and multi-generator power distribution systems; provides contract and procurement administrators with the technical information necessary to assure contract compliance; and develops cost estimates and life cycle costing information for engineering projects, etc. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Knowledge, Skills, and Abilities Required:
1. Knowledge of advanced concepts, principles, and practices of mechanical engineering.
2. Ability to apply new mechanical engineering developments and experienced judgment to solve novel or obscure problems.
3. Ability to extend and modify existing mechanical engineering techniques.
4. Ability to develop new approaches for use of other engineering specialists in solving a variety of engineering problems.
