Duties

The Mechanical Engineer plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager. Serves as a senior mechanical engineer in the Office of Facility Management (AMP) for new construction and renovation of existing facilities. Provides management guidance on implementing mechanical system (e.g. HVAC systems, plumbing, fire protection, and mechanical components) designs that align with high-performance building standards and adhere to current executive orders on green building initiatives.

Applies experience and comprehensive knowledge of the theories, principles, practical concepts, systems, and processes to design and maintains mechanical systems in support of construction and infrastructure projects. Has an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. Applies principles of engineering, physics, mathematics, and material science to design, analyze, manufacture, and maintain mechanical systems. The mechanical engineer is responsible for the interpretation, reviewing, and analysis of mechanical design concepts. Creates design and construction documents for mechanical systems using Computer-Aided Design (CAD) software like AutoCAD. Utilizes AutoCAD to generate plans and specifications required for competitive bidding. Performs regular inspections and maintenance to ensure systems operate efficiently and safely.



Applies knowledge of energy efficiency standards and regulations to serve as a senior technical specialist on the AMP Energy Council Working Group providing recommendations for management decisions on energy related projects and activities. Uses knowledge of building codes and FAA’s energy policies and objectives in performing mechanical and energy audits, and assessments to ensure systems are designed to meet safety standards and operate efficiently. Utilizes energy design systems software to create models and simulations of renewable energy systems to develop plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to solve problems.

Serves as a project manager to prepare project plans, schedules, deliverables, and requirements. Prepares budgetary cost estimates with a high level of detail to present to management. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Prepares reports on project progress and key milestones. Works with Mike Monroney Aeronautical Center (MMAC) Capstone office and subject matter experts to develop appropriate projects for university students. Leads AMP’s MMAC Capstone engineering projects. Mentors less experienced mechanical engineers and conducts regularly scheduled review and development sessions to ensure technical progression is met. Provides policy guidance and instructions related to facilities mechanical engineering designs and standards for MMAC campus and National Airspace System (NAS) facilities. May serve as the principal technical specialist on the MMAC critical infrastructure including coordination, review, and guidance on changes in the design and master planning of the MMAC critical infrastructure. Participates in the MMAC Facilities Capital Planning and Life Cycle Assessments and makes recommendations for capital improvements across the entire MMAC campus.



Serves as the Contracting Officer Representative and provides the Contracting Officer with technical guidance on design and construction activities. Reviews architecture and engineer (A/E) consultants’ work for compliance with program requirements; and reviews construction activities for compliance with contract documents.

Qualifications

BASIC REQUIREMENTS


A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:



1. Professional registration or licensure — Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board’s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.


2. Written Test — Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.



3. Specified academic courses — Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.



4. Related curriculum — Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive).



AND

To qualify for this position at the FV-J (FG/GS-14) level, in addition to the Basic Requirements you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to FV- I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.



Specialized Experience: includes experience in facilities mechanical systems design, construction, and code compliance; experience leading major project teams and providing mentoring, review, and guidance related to facilities electrical engineering.

In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position.
