Job Summary
The position of Program Manager, Public Affairs, will report to the Sr. Director, Public Affairs. This position will be responsible for supporting the objectives of the external communications and government affairs strategies, including raising the visibility of Mass General Brigham’s efforts and managing the reputation of the system among healthcare policymakers, public and elected officials, and other related stakeholders in New England through earned media, special events, and other initiatives.
The position of Program Manager, Public Affairs, will report to the Sr. Director, Public Affairs. This position will be responsible for supporting the objectives of the external communications and government affairs strategies, including raising the visibility of Mass General Brigham’s efforts and managing the reputation of the system among health care policymakers, public and elected officials, and other related stakeholders in New England through earned media, special events, and other initiatives.
This position will assist with the development of communications and government affairs strategies that support issues and reputation management, assist the Sr. Director of Public Affairs with crisis communications strategy execution and management, and take the lead in executing on these strategies with support from the external communications and government affairs departments. This includes managing the distribution of news related to system operations and other system activities.
This position will also closely collaborate with Government Affairs, under the Sr. Director of Public Affair’s direction, to independently develop communications materials for distribution to media, general public, local, state, and federal agencies, elected officials, and public and private organizations. Communications materials include but are not limited external reports and publications issued by Mass General Brigham, hospital one-pagers, presentations, and background briefings on key issues for public distribution.
The successful candidate will demonstrate a thorough understanding of communications discipline and best practices, with a background or knowledge of government affairs and its related processes. The candidate must have a proven track record of developing and implementing strategies and programs in large, complex organizations, be comfortable building collaborative working relationships within highly matrixed organizations and possess the skills and demeanor to interact with key constituents within a fast-paced and agile environment.
Additionally, this role coordinates with leaders across the internal communications, social media and marketing teams to understand and distill high-level business priorities and translates those into actionable and coordinated external communication programs in support of the system’s overall mission and vision.
Qualifications
- Bachelor’s Degree in communications, business, health care, or a related field required, master’s degree a plus.
- 3-5 years of communications and/or government relations/public affairs experience.
- Experience in campaigns, legislative and/or government setting a plus.
- Experience in crisis communications a plus.
- Knowledge and proficiency in the use of communication-based technology platforms.
- A track record of consistently meeting performance measures and service standards.
- Knowledge of Mass General Brigham institutions, communication channels and processes a plus.
Principal Duties and Responsibilities
- Help to develop and execute the external communications strategies in support of the government affairs and reputation management strategies, including crisis communications.
- Assist with preparation, planning, and execution of all meetings, briefings, and events related to the government affairs strategy.
- Develop and distribute at least four Mass General Brigham system reports annually.
- Deliver best-in-class media relations strategy and proactive placement of positive messages around issues that will drive awareness of Mass General Brigham’s efforts with key government stakeholders, and in support of all system priorities.
- Establish guidelines and processes that ensure communications and plans are of the highest caliber and effectively represent the Mass General Brigham brand.
- Partner closely with the internal communications and social media representatives from across the system to ensure alignment and coordination of messaging and cascading of information.
- Build positive and credible working relationships with members of the news media by researching and developing new media contacts and through consistent, positive interaction with current contacts.
- Collaborate with managers and directors across the department to gather and inform communications and marketing activities, including timely updates for website and social media content.
- Maintain ongoing editorial calendar for strategic initiatives that ensure beyond initial launch the message is sustained in a way that ensures ongoing success for the business owner.
- Participates in the communications on-call schedule.
- Other duties as assigned.
Skills/Abilities/Competencies:
- Extensive knowledge of the principles, practices and techniques of communication development and delivery.
- Exceptional demonstrated verbal and written communication skills.
- Sound editorial judgment regarding publication content, design, and effectiveness.
- Experience writing communications for wide and diverse audiences using a range of channels, including content management systems, email distribution systems, newsletters, etc.
- Excellent interpersonal, problem-solving, presentation and delivery skills.
- Ability to effectively formulate and execute messages and strategies using a variety of communication vehicles.
- Understanding of personal computer software applications, including desktop publishing and how to apply them to effectively communicate with large groups.
- Strong organizational, planning and project management skills, including the ability to handle risk and/or difficult situations and to manage effectively in a dynamic, fast-paced environment.
- Ability to understand and communicate complex ideas, including problem-solving skills necessary to gather and interpret data and to diagnose needs.
- An organized self-starter who can work autonomously and manage multiple projects simultaneously and deliver under tight deadlines.
- Requires minimal direction from leadership and possesses the ability to learn quickly.
