Managerial assignments covered by this program are in the 0592 series. Assignments will be made at the IR-9 through IR-8 levels.



WHAT IS THE FRONT LINE READINESS PROGRAM?
The Front Line Readiness Programs offers well qualified individuals the opportunity to receive structured professional leadership development and experience. During the twelve (12) month training and development program, all candidates will participate in a pre-classroom orientation, complete online courses, complete Career Learning Plans, and attend leadership-training classes (on-line virtual and/or face-to-face budget permitting) and participate in a variety of developmental assignments. In addition, candidates will be assigned a mentor and receive one two week shadow assignment and a 60-day minimum developmental acting assignment. This acting assignment may result in a temporary promotion. No further competition will be needed for any temporary promotions to a Front Line Manager position if more than 120 days for those selected under this announcement. While on an acting assignment, you may advise/counsel employees, complete performance appraisals, control workload flow, set goals timelines and completion schedules.

While on acting assignments as a Front Line Manager you may:


  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
  • Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes and/or to increase the quality of the work directed.

  • Candidates not meeting the program requirements at the end of the first year may be extended in the program for up to 5 years to complete the necessary training/development activities. During the program, candidates whose performance and progress do not merit continuing in the program will be released from the program.

Subject to a 1-year supervisory or managerial probationary period (unless already completed).


  • Obtain and use a Government-issued charge card for business-related travel.
  • Cadre length is for a designated term of (1) year, may be extended up to (5) years and will not be made permanent.
  • Cadre members may be given temporary assignments (temporary promotions, details) to management positions for the time frame specified in the announcement. Once the cadre time frame expires, you must reapply to be considered for future cadre position(s)/announcement(s).
  • You will remain in your home position and grade until a management assignment becomes available and is offered to you. You will be returned to your home position and grade upon completion of each assignment.

Federal experience is not required. The experience may have been gained in the public sector, private sector or . One year of experience refers to full-time work; part-timework is considered on a prorated basis. PROGRAM REQUIREMENTS:
To be minimally eligible/qualified for this program you must meet all of the following requirements:


  • Current annual performance appraisal must be fully successful or higher
  • Must have at least one (1) year of experience in at least one (1) of the occupational series being announced or previously held a position in one (1) of the occupational series being announced on a temporary or permanent basis for at least one (1) year
  • Prior LDP participants are not eligible to apply.
  • Must be a current Taxpayer Services Service employee
  • Must be at least a GS 08 or above for the IR-9
  • Must be at least a GS 09 or above for the IR-8

TEMPORARY DEVELOPMENTAL ASSIGNMENT (PROMOTION/DETAIL) WHILE IN THE READINESS PROGRAM:

To be qualified for a temporary developmental assignment (promotion/detail) to a Front Line manager position, while in the program, your experience should be sufficient to demonstrate:


  • Experience with management techniques, methods, theories, principles and labor relations concepts, to assure optimum utilization of personnel, equipment and space for the accomplishment of all program objectives with combined technical and administrative oversight;
  • Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;
  • Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources);
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as . FRONT LINE MANAGER BASIC REQUIREMENTS:
IR-8 Level: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service.


IR-9 Level: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service.
