Job Summary

The Vice President -Chief Technology Officer (CTO) will be a strategic leader responsible for driving digital transformation and innovation within our healthcare organization. This role will oversee all aspects of technology and will play a pivotal role in shaping our future. The ideal candidate is a visionary leader with a deep understanding of healthcare technology, a passion for innovation, and a commitment to improving patient care.

This executive-level position will be responsible for developing and executing a 5-year technology roadmap aligned with the organization’s strategic goals. The CTO will oversee the development, implementation, and management of technology strategies that align with Harris Health’s business objectives. This position requires a leader who can stay on top of current trends, technologies, and innovations within both IT and healthcare sectors to ensure the effective integration of suitable technologies into healthcare practices.



The CTO is expected to foster a culture of technical excellence and balance strategic thinking with operational efficiency. They will lead cross-functional teams to meet technology objectives and collaborate closely with other senior leadership members to ensure seamless integration of technology across the organization. By leveraging technology to enhance patient care delivery mechanisms and improve operational efficiencies through data-driven insights, the CTO will play a pivotal role in transforming healthcare delivery and improving patient outcomes.

Finally, the CTO will be responsible for consolidating, managing, and driving the continuous evolution and improvement of Harris Health’s cloud strategy and infrastructure. Previous experience migrating systems to the cloud and managing associated costs is required.



Minimum Qualifications

Degrees: Master’s degree preferably in business, economics, or a field related to computer science or management information systems.


Work Experience: Fifteen (15) years in an operational, management, or services delivery role; and in IT Services (ITIL, Six Sigma, or other continuous improvement methodology); 12 of which are within IT in an integrated Healthcare organization with multiple locations; Must have experience migrating an organization to the cloud from traditional infrastructure.

Management Experience: Ten (10) years management experience Managing multidisciplinary support and deployment teams, delivering enterprise infrastructure services with C-level reporting exposure; 5+ years of upper management experience and leadership skills; 5+ years hands-on experience in a 24x7x365 cloud operations or SaaS operations environment.


Communication Skills: Above Average Verbal (Heavy Public Contract), Writing / Correspondence, Writing / Reports

Other Requirements:
– Perform effectively in a complex changing environment with proven successes in collaboration, communication, critical thinking, & futures planning.
– Excellent verbal, presentation, written and interpersonal communication skills.
– Experience with healthcare interoperability standards.
– Familiarity with multiple technologies (ex. XD, XD*, LDAP, HL7, CCD, CCDA, FHIR) and ability to quickly learn new technologies.
– Must have experience moving an organization to the cloud from traditional infrastructure.
– Expert in managing cloud operations and related infrastructure to meet compliance requirements and achieve 99.999% up time with high velocity on issue resolution and remediation.
– Experienced in establishing and managing IT Services organizations utilizing ITIL, ISO, and other best practice sources for methodologies, policies, and procedures.
– Direct experience driving continuous improvements in process and operational efficiencies across cross-functional teams.
– Knowledgeable in HIPAA, PCI, EU Data Sovereignty and Privacy, and other compliance and quality assurance metrics, and capable of implementing them in a Cloud environment.
– Stays abreast of emerging technologies and industry best practices to provide thought leadership and innovation.
